It seems that USE_JEM=0 did not take effect

We have an internal project that is making use of address sanitizer. IIRC they had to update JEMalloc which also required updates to some internal usage of JEMalloc. I’ve requested a member of that project to get back to you via the github issue. We’ve been using JEMalloc for many years now so I’m not too supprised that the option to disable it may have bit-rotted a bit.
