ACL to Truncate per Namespace basis (AER-6495)

Hi Team, Currently users need to have “data admin” role to execute truncate and “data admin” role is on global namespace.

I’m looking for role where user who has read/write access to Namespace can truncate too.

A granular scoped privilege (to namespace and/or set) is coming in 5.8.
